Vietnam paves way for Musk's Starlink, seen as "olive branch" amid US tariff threats

HANOI (Reuters) - Vietnam plans to adopt rules that would allow Elon Musk's Starlink to provide satellite internet services in the country while maintaining full ownership of any local subsidiary, a draft of the regulations shows.

The change paves the way for Starlink to launch in Vietnam and follows protracted talks with its parent company SpaceX, a government official said.

It represents a sudden shift in stance and can be seen as "an olive branch" to SpaceX amid nervousness in Vietnam about tariff threats from U.S. President Donald Trump, according to a person familiar with the matter.

It's a "demonstration from the Vietnamese side that they can play the transactional diplomacy game if the Trump administration wants that," said the person.

All sources declined to be identified so they could speak more freely.

Attempts by SpaceX to enter Vietnam - a market of nearly 100 million people - were put on hold in late 2023 after the Communist-run country declined to lift a ban on foreign control of satellite internet providers - a precondition for Musk, who is now a key adviser to Trump.

The draft rules, set to be adopted by parliament in an extraordinary sitting on Wednesday, allow for full foreign control of operations for internet providers who have a network of low-orbit satellites, under a pilot scheme that would run until the end of 2030.

The provision is included in a 12-page resolution that seeks "to remove obstacles in scientific, technological and innovation activities". Projects submitted under the pilot scheme would require the approval of Vietnam's prime minister.

SpaceX and Vietnam's information ministry did not reply to requests for comment.

SpaceX has been expanding its network of suppliers in Vietnam. The Vietnamese government has said the company wants to invest $1.5 billion in the country.

If many Vietnamese firms and individuals were to subscribe to Starlink that could help trim the large surplus in goods and services that the country has with the United States, according to a person with knowledge of the discussions.

Its surplus last year hit a record high of $123.5 billion, the fourth biggest among U.S. partners, according to U.S. data.

Trump last Thursday directed his team to devise reciprocal tariffs on every country that taxes U.S. imports by April 1 and his aides have said countries with large imbalances will be closely scrutinised.

U.S. duties have the potential to seriously disrupt Vietnam's export-reliant economy, which counts the U.S. as its main market. Vietnam hosts many China-based manufacturers which have invested heavily in the Southeast Asian country after Trump's first administration imposed tariffs on China in 2018.

Jack Whitehall is planning "a really big night" for his BRITs return. The 36-year-old comedian is set to host the awards show for the fifth time in his career on March 1, and Jack is thrilled that he has another chance to host the annual event. Speaking to The Sun newspaper's Bizarre column, Jack explained: "The last show I did was in 2021, which had a fair few restrictions due to COVID. Jack previously admitted that he can't wait to return to the role of host, describing the BRITs as his "favourite night of the year". The stand-up comedy star said: "They say that absence makes the heart grow fonder, and that is absolutely the case with the BRIT Awards. It is my favourite night of the year." Jack hasn't been available to host the show in recent years due to his jam-packed work schedule. But he's now available and he's thrilled to be hosting the event once again. An insider previously told The Sun newspaper: "Jack is such a brilliant BRITs host and isn’t afraid to take the p*** out of some of the world’s biggest stars. "He has such a hectic diary that he’s been unable to take part for the past few years. But he was available this time and said yes immediately. It is one of his favourite gigs as he can have some real fun with the celebs."

Tracy Morgan was taken out of a New York Knicks game in a wheelchair after appearing to fall ill during the game. The 56-year-old comic was sitting courtside at Madison Square Garden on Monday (17.03.25) when, according to photos and footage circulating online, he began vomiting onto the floor. He was then taken out of the arena in a wheelchair holding what appeared to be a red-stained white towel to his face, with one poster on X sharing that he had a nose bleed. The spectator posted alongside a photo: "Tracy Morgan getting wheeled out from courtside at MSG .. bleeding from nose .. could barely stand up … hope he’s ok (sic)" The game - which saw the Knicks beat Miami Heat 116-95 - was delayed for around 10 minutes in the third quarter due to the former '30 Rock' actor's medical incident. A spokesperson for the star has yet to comment on what happened or offer an update on his condition. A Madison Square Garden representative told People magazine: "We hope Tracy feels better soon and look forward to seeing him back courtside." This isn't the first time Tracy - who has diabetes and underwent a kidney transplant in 2010 - has experienced public medical issues. In 2012, he collapsed outside a building at the Sundance Film Festival, with his representative saying it was due to a combination of exhaustion and altitude. Tracy - who returned to work a few days later - posted on social media afterwards: “Superman ran into a little kryptonite. The high altitude in Utah shook up this kid from Brooklyn." And in 2014, he broke his leg and was in a coma for two weeks, later relearning how to walk and talk, after the limo he was riding in was hit from behind by a Walmart truck on the New Jersey Turnpike. Tragically, his friend, fellow passenger James McNair, was killed in the accident. Truck driver Kevin Roper - who hadn't slept for 28 hours when he crashed - later accepted a plea deal to complete 300 hours of community service in order to avoid trial. The former 'Saturday Night Live' star previously expressed his forgiveness towards the driver. He told People magazine on the 10th anniversary of the crash last year: “I want to say to everyone who was in the van with me that night I love you, and we miss you, Uncle Jimmy Mac and God bless your family. "And to the driver that night and his family, me and my comrades forgive you."
